You must file the H-1B immediately if possible. While there is a "grace" period of up to 30 days this is not official and you begin to accrue...

You may work as a freelancer for a business in another country if you wish but it may then cause problems for you here because of your immigration...

While you can trust what the officer said, the more important issue is the whereabouts of your card. Follow the e-request instructions.

Can we withdraw H4 Visa 221 G application and go for H4 Visa again ? or is there any way that we can expedite this process.

Yes you can withdraw the current application and file again in the future. However, withdrawing and refiling will not make the process any faster...

You cannot work once your H-4 visa is approved unless you have a work permit based on the H-4.

Yes if your father has the temporary stamp in his passport he is able to travel without the resident alien card.
