If you are both on the lease, and both responsible you can sue that person for their failure to pay their portion
Pa. law requires landlord to supply heat for apts. by Oct. 1st if under 65 degrees inside. My Apt. was 55 degrees for a week !

Contact the local licence and inspections. You can file a claim in small claims to get a judge to order him to provide heat or rent reduction

A pet deposit may be not refundable if it is stated in the lease. If it is stated as just a "deposit" then the argument is that it is refundable.
