If the NVC terminated the I-130 Petition, you must re-file everything with a new I-130 petition.

Do not purchase a flight beforehand. $1800 is not a lot of money to visit the USA. Do you have employment, family ties? Etc?

File an I90. Once that is filed you may be able to get an I551 stamp (proof of green card status) in your passport at a USCIS infopass appointment....
