Katherine L Vaccaro

Since joining the firm in 2005, Kate has concentrated on regulatory matters related to air quality for a range of clients, including petroleum refineries, power plants, chemical manufacturers, and commercial entities.  She has extensive experience in counseling clients on compliance issues arising under federal and state air pollution control regulations, assisting clients in securing air permits for a variety of complex industrial and commercial facilities, and negotiating agency enforcement actions alleging violations of regulatory requirements.  In the litigation context, Kate has represented clients in challenging federal air regulations before the United States Court of Appeals for the D.C. Circuit, particularly with respect to standards affecting the electricity generation sector.  Kate also has extensive experience in representing clients in administrative appeals of Title V operating permits, state air permits, and enforcement orders, including before the Pennsylvania Environmental Hearing Board and the New Jersey Office of Administrative Law.  

Kate graduated from Temple University James E. Beasley School of Law, where she was a member of the Temple Law Review. She earned her undergraduate degree in biology summa cum laude from Drexel University, where she was a member of the Honors Program.  Kate was a summer associate with the firm in 2003.  

In the community, Kate serves on the Upper Merion Township Environmental Advisory Council and on the Board of Directors of the Brandywine Valley SPCA. She is an active supporter of Delaware Valley Golden Retriever Rescue and is a former member of the Board of Directors of Delaware Valley Earth Force. Kate is also a 2014 graduate of LEADERSHIP Philadelphia's Core Program. Outside of work, she enjoys traveling with her husband and spending time with her family and her two dogs.
