Mr. Goodman is correct, but he should fight it to see if he had probable cause the driver was under suspension. By the way, why did you let him drive?
Got convicted of a refusal in NJ and lost license. Moved to PA and got license before conviction. Can I still drive in PA?

Now w/o risk of being charged w/ driving under suspension. PA and NJ have a reciprocal agreement to enforce each other's suspensions.
