Client left bar to find a drunk urinating on his car. words were exchanged. Someone broke the windshield of the public urinater. Client left in his vehicle w/ a friend followed by urinater, who called ... 911 and described client's car and claimed someone in that car broke his windshield. Urinater could not say who broke his windshield. Officer requested DWI taskforce who advised him to bring client to jail for investigation. Having observed no violation and noting only red eyes and smell of alcohol he arrested client. This is not sufficient for probable cause.
