J.T. Gallagher is a Partner and shareholder with the firm. J.T. grew up in the Lehigh Valley, in Eastern Pennsylvania, and followed his father’s footsteps into the construction industry. J.T. got his start in construction in high school as a plumber’s helper for an Allentown, Pennsylvania-based mechanical contractor and has been working in the industry ever since. J.T. has worked in a variety of roles over the course of his career, from laborer to project manager to his current role as an advisor to and advocate for construction professionals.
J.T. now represents owners, contractors, subcontractors, specialty trade contractors, and design professionals in relation to all aspects of public and private construction projects. Through his 25+ years in construction, J.T. has developed deep knowledge of what it takes to make a project successful and how to overcome the inevitable challenges along the way. J.T. prides himself on guiding clients through the challenges faced on their most difficult projects, mitigating risk, solving complex and high-stakes problems, and developing and executing strategies to prevail in the prosecution and defense of claims.
After practicing out of the firm’s Atlanta, Georgia office for several years, J.T., his wife, Stephanie, and their three boys moved back to J.T’s hometown, Macungie, Pennsylvania. In 2024, J.T. opened HPSS Law’s Allentown, Pennsylvania office, which is the firm’s first office outside of its headquarters in Atlanta, Georgia. J.T. believes that the Lehigh Valley is the ideal place to raise a family, build community, and thrive in new ventures. J.T. is excited to bring HPSS Law’s wealth of construction industry experience, knowledge, and expertise to add to the success of the flourishing construction industry in Eastern Pennsylvania.

Responsive and professional
J.T. is always responsive when we have a question or concern. He did a great job of updated our contracts to protect ourselves while not making it too complicated where our customers may shy away signing them. He's great at incorporating common sense into a complicated situation.
