Seems like you dodged a DUI if you plead to underage citation it could foreclose a DUI based on double jeopardy.
If a Dui says Nolle processed does it still count against me if I receive another Dui?

Only an ARD or conviction within 10 years will count towards a subsequent offense. A NP will not.
Can I serve jail time in lieu of fine to pay my ticket?

If you are unable to pay fines and costs you can ask MDJ to sentence you with credit towards fines/costs.
