Joshua John Voss

Joshua J. Voss is a shareholder in Saxton & Stump’s Appellate and Post-Trial Advocacy group, as well as the Commercial Litigation and Regulatory and Government Affairs groups. He brings deep experience in appellate litigation, high-stakes commercial disputes, and matters involving state and federal government, including the Right-to-Know Law and litigation involving public officials and agencies.

Josh has successfully represented clients in landmark cases before some of the nation’s highest courts, including the U.S. Supreme Court, the U.S. Court of Appeals for the Third Circuit, the Pennsylvania Supreme Court, and the Commonwealth Court of Pennsylvania. His work spans precedent-setting constitutional challenges, high-profile political and governmental disputes, and sensitive commercial matters.

Challenging the scope of Pennsylvania Governor Tom Wolf’s emergency powers during the COVID-19 pandemic on behalf of the Pennsylvania Senate Majority Caucus.
Successfully pursuing the State of Delaware on behalf of Pennsylvania Treasury in the United States Supreme Court in a multi-million dollar unclaimed property dispute.
Representing Pennsylvania entities and officers in complex legal disputes.
Before joining Saxton & Stump, Joshua was a partner at a Philadelphia-based firm, where he was recognized for his strategic counsel on political and governmental litigation.

Josh earned his J.D. summa cum laude as the valedictorian of the inaugural class at Drexel University’s Thomas R. Kline School of Law, where he also served as Managing Editor of the Drexel Law Review and was named to Drexel Magazine’s “40 Under 40” list in 2016. He holds a B.A. with high distinction in Political Science from the University of Iowa. He studied abroad for a year at the University of Strathclyde in Glasgow, Scotland.
