In 1996, Robert Bragg was unanimously convicted by a Watauga County jury of the murder of Coy Hartley, an elderly gentleman with significant health problems. While in prison, Bragg claimed he was innoc ... ence of the murder, despite several eyewitnesses testifying at trial that they saw Bragg commit the murder or follow Coy into his residence immediately before the murder. In 2016, two decades after the original conviction, the North Carolina Innocence Inquiry Commission referred the case to a three-judge panel for essentially a re-trial. Mr. Rupp and the elected District Attorney presented the case before the three-judge panel, which ruled that Bragg should remain in prison for murder. In the history of the State of North Carolina, only one other case has resulted in a similar outcome.
