Anne Elizabeth Zerbe

Anne E. Zerbe is a shareholder with CGA Law Firm and chairs the Labor & Employment Law group. She represents business clients in local, state and federal employment matters. Anne also represents executives and physicians in employment matters.

Her practice emphasizes the prevention of employment liability, defending against employment claims and assisting clients with compliance issues concerning the multitude of employment laws and regulations governing employers. She also counsels employers, practice groups and health care providers on employment law compliance, risk management and HIPAA compliance.

Additionally, she serves as special counsel for investigations and is a trusted resource to handle executive terminations. Anne has been a featured speaker regarding various employment law topics for the Pennsylvania Chamber of Business and Industry, the Pennsylvania State Counsel of SHRM, the Pennsylvania Bar Institute, the Employee Relations Council, the York Society of Human Resources Managers, the Physicians’ Office Management Association of York, the York Society of Human Resources and Quest Behavioral Health EAP.

Anne has conducted multiple seminars on topics involving the ADAAA, FMLA, Employment Law Compliance, Risk Management of Employment Related Claims, HIPAA Privacy Compliance, HIPAA Transactions and Code Sets, HIPAA Security Rule Compliance, Job Descriptions and Codes and Social Media for employers, health care providers, health care associations and physician practices. She has also taught Continuing Legal Education Seminars on HIPAA and its impact on the Legal Community for the York County Bar Association. 

In 2017 and 2018, Anne was selected to the list of Pennsylvania Super Lawyers, which is published in the Pennsylvania Super Lawyers magazine and the Philadelphia magazine. Annually, the research team at Super Lawyers, a service of the Thomson Reuters Legal Division, conducts a peer review survey, independent evaluation and research to determine a ranking system, and the top 5% in their respective fields are honored. Anne has been identified as one of the top Employment & Labor attorneys in the state.

Anne is certified as a Senior Professional in Human Resource (SPHR) by the HR Certification Institute and holds an AV Preeminent® peer review rating by Martindale-Hubbell®. She has been included on the prestigious "Women of Influence" and "Forty Under 40" lists by Central Penn Business Journal. Both honors recognize excellence in business, commitment to community, integrity, leadership and professional achievement. Anne also received the award for “Outstanding Alumnus of the Year” from Leadership York for her commitment to community service. In addition, she was acknowledged as one of the “Best 50 Women in Business” in 2008 by Pennsylvania’s Department of Community and Economic Development. 

Anne is committed to serving the community in which she lives and works. Currently,  she serves on the Board of Directors for Ronald McDonald House Charities® of Central Pennsylvania, the Children’s Home of York and the York County Bar Association. She also volunteers as a member of the Endowment Committee for Advent Lutheran Church. Anne resides in York, PA with her husband, two children, a chocolate Labrador and two horses.
