I currently serve as Chair of my firm's School Law Group and practice in the areas of education (school) and employment law. In my school practice, I have developed expertise in advising school districts in special education, gifted, discipline, labor and employment, and civil rights matters. I routinely counsel clients through internal compliance audits and defend them in administrative hearings and federal litigation. I also provides legal support to private and public employers on a variety of personnel issues, particularly on compliance with the Americans with Disabilities Act, Family Medical Leave Act, Fair Labor Standards Act, Wage and Hour laws, and Unemployment Compensation law. Additionally, I represent school districts and employers before various administrative bodies, including the Bureau of Special Education, Office for Dispute Resolution, Office of Civil Rights, Pennsylvania Human Relations Commission, Equal Employment Opportunity Commission, Unemployment Compensation Board of Review, and in federal and state court.
As an associate working with my school district clients, I began to recognize the need for specialized training tailored specifically for District Special Education Directors, Pupil Personnel, Head Teachers and Psychologists. In an effort to educate these individuals, and ultimately decrease the threat of litigation for the District, I pioneered the Stock and Leader Special Education Series, an ongoing series of programs aimed at informing special education professionals of the latest topics in Special Education Law. Today, the programs, held on a tri-annual basis, boast an average attendance of 40 or more district personnel, expanding in size and geographic reach.
I was selected by my peers and Law and Politics magazine as a Pennsylvania Rising Star for 2012, 2013, 2014, and 2015. This honor is awarded to only 2.5% of all Pennsylvania attorneys considered in the selection process. In 2014, the Central Penn Business Journal named me as one of Central Pennsylvania's Forty Under 40 business people.
