Tamara Fox Rose

Tamara “Tammy” Rose is a senior counsel in the Saxton & Stump Regulatory and Government Affairs, Tax and Tax Controversy, and Commercial Litigation groups based in the firm’s Harrisburg office. With nearly two decades of experience in both high-level government roles and private practice, she helps clients navigate complex matters involving tax law, business law, and government regulation.

Since 2016, Tammy has worked in private practice, advising clients on corporate law and transactions, state and federal tax issues, and regulatory compliance as both an attorney and consultant. She also represented clients in court and administrative hearings, managed tax research and analysis projects, and maintained crucial government relationships to influence policy and procure public funding for client projects.

Prior to moving to private practice, Tammy worked in the Pennsylvania House of Representatives in the Republican Caucus, serving on both the House Finance Committee and the House Judiciary Committee. She was the executive director of the House Finance Committee from 2011 to 2016, advising the chair and committee members on state tax policy matters, including:

Sales tax
Local tax authority
Property tax
Pension reform
While working with the House Judiciary Committee, Tammy provided policy guidance on issues related to the state’s courts, law enforcement agencies, and the criminal justice system. She began her legal career as a law clerk for the Hon. John R. Walker, the president judge in Pennsylvania’s 39th Judicial District for Franklin and Fulton counties.

Tammy earned her law degree from Penn State Dickinson Law, where she served as an editor of the Penn State International Law Review for two years. She later earned her LL.M. from the University of Alabama and holds a bachelor’s degree from the University of Delaware.
