Kenneth R. Shutts

Kenneth R. Shutts has been a practicing attorney in Pennsylvania since 1979. Ken has thirty-six years experience in all aspects of corporate law, regulatory law, and commercial law. In addition, he spent over thirteen years as General Counsel to Harrisburg’s Penco Finance Company, where he had extensive experience in handling their collection and recovery cases.

Mr. Shutts spent many years as General Counsel to Penn National Insurance, one of the country’s 100 largest insurance carriers, headquartered in Harrisburg, Pennsylvania. He retired as President and CEO of Penn National, after a career of thirty-five years with the company.

Mr. Shutts is a 1976 Summa Cum Laude graduate of the Pennsylvania State University, with a Bachelor’s Degree in Social Sciences. He earned his Juris Doctor’s degree from the University of Baltimore School of Law in 1979. He is a member of the American, Pennsylvania, and Dauphin County Bar Associations. He is admitted to practice as an attorney before the Supreme Court of the United States, the Supreme Court of Pennsylvania, and the United States Federal District Court for the Middle District of Pennsylvania.

In addition to his continuing education studies in the law, he has completed numerous management and business educational courses, including the comprehensive Executive Development Program, offered by the Wharton School of the University of Pennsylvania.

Mr. Shutts is active in civic, community and charitable organizations, including being past Chairman of the Pennsylvania Association of Mutual Insurance Companies. He is currently Chairman of the Board of the Harrisburg Area Community College Foundation, as well as a member of the Board of Finance for the Roman Catholic Diocese of Harrisburg. Mr. Shutts also serves as a member of the Board of Trustees of the University of Baltimore.
