Andrew Jay Shubin

Andy Shubin has practiced law in the State College area since 1991 and has been in private practice since 1998. He represents criminal defendants in federal and state court, and limits his civil practice to plaintiff constitutional and civil rights litigation in federal courts. Mr. Shubin focuses his civil practice on caused based civil rights claims including: same sex discrimination, sexual harassment and discrimination, free speech, due process and Title IX. Mr. Shubin began his legal career as a staff attorney with the Pennsylvania Institutional Law Project, a public interest prisoners’ rights law firm. He also worked as a staff attorney with Mid Penn Legal Services. Mr. Shubin took a leading role in holding Penn State accountable for Jerry Sandusky’s sexual abuse of boys in their civil claims and was featured in Happy Valley, a documentary film about the scandal. Mr. Shubin often works with the ACLU and other public interest lawyers, and his been a board member of his local ACLU chapter for over twenty years. Mr. Shubin has served as a Criminal Justice Act panel attorney for twenty years, representing indigent criminal defendants in Federal court.

Mr. Shubin has a B.S. in History and Philosophy of Science from the University of Pittsburgh and attended Tel Aviv University. After graduation, he worked on Capitol Hill as a legislative aide for a West Los Angeles congressman. Mr. Shubin clerked for the California State Court of Appeals and the Federal Public Defender in San Francisco before graduating from Temple University School of Law in 1991.
