OUTCOME: Issuance of a preliminary injunction affirmed.

Court held that because the ACLU was likely to succeed in establishing that COPA was ... unconstitutional for being overbroad, it affirmed the issuance of a preliminary injunction. COPA's definition of "material harmful to minors" had impermissibly placed at risk a wide spectrum of speech that was constitutionally protected.
