In February of 2005, 20 year-old Philip E. Parker, Jr. was murdered by another inmate while on a DOC transport bus. The murder happened within 7 feet from two correctional officers and was committed ... by an inmate who had killed twice before. The case went from state court to federal court, to the federal appellate court (Retired Supreme Court Justice Sandra Day O'Connor was on of the judges on the panel) and back to state court. Almost 10 years after the tragic event, the case is still pending a decision from the Maryland Court of Specials after a Baltimore City jury award the Estate and Phillip's parents $18,500,000.00. damages in October of 2011.
