Helen Marcelina Rubenstein

Marci Rubenstein grew up in Glen Rock, Pa.  She attended Susquehannock High School and then Bloomberg University in Pennsylvania, where she received a B.A. degree in Political Science and Sociology, magna cum laude. She went on to law school at The West Virginia University College of Law, where she served as executive notes and associate editor of the West Virginia Law Review.  Prior to entering private practice, Ms. Rubenstein was the Law Clerk for the honorable  Frederick P. Stamp, Jr., Senior Judge in the United States District Court for the Northern District of West Virginia.  In practice, Marci provides her clientele with legal counsel related to Medicare and Medicaid’s right of recovery from the proceeds of judgments, settlements, and awards; Medicare and Medicaid eligibility; Medicare conditional payment verification; development and approval of Medicare Set-Aside Arrangements; and the enforcement of the Medicare, Medicaid and SCHIP Extension Act of 2007. She also has provided legal counsel regarding management and resolution of other health care liens and subrogation interests.  Marci shares her knowledge, frequently lecturing and writing articles on the  Medicare Secondary Payer Act of 1980, Medicaid and the SCHIP Extension Act of 2007, and utilization of Medicare Set-Aside arrangements.
