John DiMotto, declared the WIAA to be a "state actor" and subjected the organization to judicial review. ... The court determined that WIAA did not follow its own rules when it denied William Wakefield, a high school junior, a waiver to play interscholastic high school golf. WIAA later agreed to reimburse Wakefield nearly $20,000 in attorney fees and costs.
