A man applied for a green card, relying on a federal court decision that said people in his position were eligible, even though they had returned to the U.S. illegally after previously living in the U. ... S. unlawfully for more than a year. Before a decision could be reached on his case, the federal court changed its interpretation of the law. We argued that this change in interpretation could not be applied to our client, who had relied on the first interpretation when he applied for his residency.
