Mr. Roberts, a pedestrian, was struck by a speeding police cruiser that was traveling at an estimated 75 mph in a 35 mph speed zone without lights or siren. Mr. Roberts was intoxicated, but was not in ... the roadway. Instead, he was in an area of the roadway zoned for parking. Mr. Roberts was thrown several hundred feet, and suffered terrible injuries that left him bound to a wheelchair and dependent on others for the rest of his life.
