Taggart represented Lamar Central Outdoor LLC in this groundbreaking case in which the LA Superior Court found the City of Los Angeles's "off site" billboard ban unconstitutional. On October 14, 2014, ... the Court found the 2002 ban was unconstitutional on its face and as applied to Lamar under the Liberty of Speech Clause of the California Constitution and the First Amendment of the U.S. Constitution. The ban had been in effect for 12 years and had withstood multiple federal court challenges. Three of those challenges had resulted in published Ninth Circuit opinions upholding the ban, and city officials repeatedly expressed the belief that those decisions conclusively established its validity.
