The lapse of time may be a weakness in the case but 20 minutes is not in of itself grounds for dismissal.

If you mail in the ticket with a guilty plea the judge will determine the fine and then the court will send you another document with payment...

It is reported but no points. If you have a CDL some out of state violations will appear on your NY record.

An attorney can go go to court instead of you and should be able to get this reduced to a parking ticket that will not go on a driving record.
