Washington State University obtained changes to six water rights serving its campus located in Pullman, Washington. An exempt well owner and two nonprofit organizations appealed to the Washington Poll ... ution Control Hearings Board (PCHB), asserting numerous challenges to the University's water rights. The Washington Supreme Court affirmed the PCHB decision, rejecting appellants' arguments including "as applied" constitutional challenges to the Municipal Water Law.
