All process servers are different. Just because the process server is acting unprofessionally, doesn't mean they aren't licensed or legitimate.

To hire an attorney, you retain that attorney. If the attorney does not want to be retained, he can reject the assignment.

You can. You need to file a notice of claim with the municipality within 90 days. Hopefully you have a lot of photos.
