Henry Lawrence Goldberg

Henry L. Goldberg, managing partner of the law firm of Goldberg & Connolly, Rockville Centre, New York, is a prominent authority in construction law and government contracting. Goldberg & Connolly’s practice is extensively involved in the construction industry throughout the New York Metropolitan area. Mr. Goldberg counsels his clients with regard to problems that arise during all phases of construction from conceptual design, through bidding and procurement, construction management and project closeout. He is involved in construction project claims and controversies of all types, including, without limitation, bid protests, change order and extra work disputes, delay and impact claims, prevailing wage and other labor‐related controversies, and M/W/DBE certifications and regulation. He regularly represents clients in construction disputes before administrative tribunals, in construction litigation and ADR.

Goldberg & Connolly represents all of the "players" in construction, including private owners and developers, construction contractors, subcontractors, manufacturers and suppliers, sureties and government agencies. Consistent with this experience, Mr. Goldberg enjoys a working relationship with the leadership of most contracting agencies in the NYC metropolitan market.

Among his many construction industry leadership roles, Mr. Goldberg is counsel to the Construction Management Association of America (CMAA) ‐ Metro New York / New Jersey Chapter, and the NYC Subcontractors Trade Association (STA), as well as the NYC Surety Association. He is former president of the New York City Chapter of the Construction Financial Management Association (CFMA) and is a founding Board Member and counsel to the Long Island Chapter. Active in the New York Building Congress, Mr. Goldberg has served as Chairman of its Public Procurement Committee. In addition, Mr. Goldberg has been honored to be admitted as one of the select non‐ contractor members of the MOLES, the prestigious fraternal organization of the heavy construction industry, and one of the most respected heavy civil engineering

organizations of its kind in the . Goldberg is also an active member and supporter of virtually every NY based construction industry association including the General Contractors Association of New York (GCA), Associated General Contractors of America (AGC), the Construction Industry Council (CIC) of Westchester and Hudson Valley, the Long Island Contractors Association (LICA), and the National Contract Management Association (NCMA). He is a longstanding member of the American Bar Association’s Public Contract Law and Fidelity and Surety Law Committees, as well as the Forum on the Construction Industry.

Mr. Goldberg is currently Editor‐in‐Chief of the notable Matthew Bender three‐volume treatise, Federal Contract Management – A Manual for the Contract Professional, published by LexisNexis. He also serves on the National Advisory Committee of The Journal of Construction Accounting and Taxation published by Warren Gorham & Lamont and was recently appointed as Expert Advisor to the American Arbitration Association.

Mr. Goldberg is a graduate of Cornell University with a Bachelor of Science in Industrial and Labor Relations and his J.D. degree from Fordham Law School.
