Simple Answer. Yes.

Forget the criminal aspect. Try to have him sign an affidavit of confession of judgment. The judgment can later be a lien against his property.

You can try, but it is unlikely that a Judge will reverse an Order prior to an opportunity for the parties to be heard.

Certainly for fraud. Talk to the DA. You do have the basis for a civil action. Talk to a lawyer who can review all contractual documents.
