It depends on where the fine was imposed. Local Traffic Violations.. No. Criminal Court.. Yes.
I heard that with a NYS CDL licence you get double the points. Is this true?

Not for DMV but violations from other States can appear with CDL.

Unfortunately, you cannot "wait out" a warrant. However, depending on the Court and the charge, an attorney may be able to appear in your absence....
