He was in error. 2 points will transfer to NJ and it carries points in NY as well

I got pulled over and the cop had his girlfriend in the car and she wrote out the ticket and forged his signature.

Are you sure it was not his partner? It sounds a bit strange. If facts are as you say you can fike a complaint at the precinct

Do not know Canadian system. However, Ontario convictions do appear on NY records

They will not arrest you but may run your record even on a plea

Non ownershipis not a defense to those charges. If it was inspected you can prove that. However, the issue isnt whether the vehicle was insured...

In theory you sould fight it and win. Keep in mind that PVB ALJs are not known as legal scholars. Go in with as much proof ie if that date in 2013...
