You can report it as a citaiton except it is not really a citation. I do not think you need to report it at all.

Yes you can file TPS in adition to any nonimmigrant status in the USA. That includes the H1B.

Honestly, I did not get your quesiton. If you are an LPR but did not get yoru card, call USCIS and talk to customer service.
