You could. He will not be able to stay. Check priority days for FB2A. The wait is around 3 years.

If you are asking when you can apply for F1 status change from H1B, talk to your foreign student adviser. I see no reason why you could not apply...

You parents will have to file a new application with a new priority date. Keep in mind they can only do that if you are single.
