As a tourist she can remain in the US until 10/8/2012 (time granted on her I-94).

You can only work until June 30, until you get the approval notice.
Working without authorization can create problems for you down the line....

No, there is no way you can expedite the petition for your sister. Also, the wait time can be longer than 10 years, not 2 years.
