If he took a plea knowingly and voluntarily it may be too late. It is very difficult to have a plea vacated.

The law requires that it be provided within 30 days (and at least 5 days before trial) otherwise it should be dismissed.

Any criminal conviction can potentially hinder your ability to get a license. Get a lawyer, hopefully s/he can negotiate a favorable disposition...
