In order for you to have a sexual harassment claim you need to put your employer on notice. Once they are on notice and nothing is done about it...

You should file in the county where you or her reside. If she is the town justice and the person adjudicating the dispute knows the town justice...

If the assault happened in Italy you will not be able to file a civil suit in New York. New York has no jurisdiction over what happens in Italy.
