What was it that you were buying? If you paid for something but never received it the refund policy may not be important.

Bought a care and has auto body damage. Reported back to dealer and was told they will fix it. Nothing has been done.

Your options will depend on why you returned to the dealer so many times. If it was only to fix the body dmage then the Lemon Law would not apply....
