Appellate department found that the trial court erred in allowing officer's testimony since he did not set forth a foundation establishing his personal knowledge to testify or introduce documents regarding automated traffic enforcement system. In addition, the officer did not provide testimony that met the prima facie requirement that the yellow-light change interval conformed to the minimum interval requirement of section 21455.7.
