My father in law has an older green card that is not machine readable. Can he apply for citizenship?

You can submit N-400 in August 2020 3 months before you habe both been married to a USC for 3 years and had a green card for 3 years.

Most likely if you overstayed more than 6 months you will not get your green card through dv lottery.

Yes. Once they have had green cards for 4 years and 9 months. I assume your son is over 18.

To be sure have husband try to find out if filing fee check was cashed and get a copy of front and back as back will contain redeipt number

Marrying her will not make her a citizen. She needs to file an I-90 and renew her card and she can then apply for citizenship.
