By law they have 120 days and sometimes take longer. All you can do is make infopass to checl status and file a mandamus action in Federal Court...

Yes. Since she is 16 no US Immigration law prevents it. They may scrutinize and ask for alot pf evidence.

You didnt get a stamp because they didnt approve the case on the day of the interview. The officer wrote in your passport to prove you were there...
