Mark's expertise is sought to solve complex business problems including counseling clients and representing them in environmental aspects of the purchase and sale of contaminated property, bringing and defending litigation, and administrative proceedings. Mark's advice helps solve his clients' sophisticated business and regulatory issues including but not limited to the fields of energy, manufacturing, real estate and cutting-edge technology.
Mark has represented his clients in a wide variety of matters, including state and federal enforcement actions in New York, New Jersey, and many other jurisdictions. His practice encompasses business transactions in energy and high-tech industries, environmental aspects of all businesses, environmental litigation, and the various aspects of developing contaminated property for commercial and residential use "brownfields" and redevelopment.
Mark is a former partner and head of the Environmental Practice Group at Herrick Feinstein LLP. He was previously a partner with Reed Smith and was Counsel to Skadden Arps' New Jersey office. His work in private practice began as the environmental partner and practice group leader with Clapp and Eisenberg.
He has taught a survey course on Environmental Law at Fordham University Law School and courses on Hazardous Waste Law at Seton Hall University Law School.
Mark chaired the first joint New York Bar Environmental Law Section, American Bar Association, New Jersey Bar and USEPA-sponsored symposium on U.S. Environmental Protection Agency Region II issues. He served as a faculty member of an ALI-ABA Seminar on Environmental Litigation, and chaired a number of Practising Law Institute courses. He has also chaired environmental programs for Annual Meetings of both the Environmental Law Section of the New Jersey Bar and the Environmental Law Section of the New York Bar.
Mark was elected chair of the Environmental Law Section of the New Jersey Bar for 1989-1990. He has been an associate member of the Chemistry Counsel of New Jersey. He is a member of the Executive Committee and Co-Program Director of the Justice Stewart G. Pollock Environmental American Inn of Court.
