Richard M. Hoover serves as an Associate Counsel with the Legal Aid Society of Westchester County where he represents indigent clients who are charged with felonies.
Before joining the Legal Aid Society, Richard worked as a Constitutional Law Fellow with the Institute for Justice (IJ). At IJ, Richard litigated cases to promote economic liberty, protect free speech, and secure individual’s rights to private property. While at IJ, Richard worked on amicus briefs to the US Supreme Court, and the Sixth and Eleventh Circuits. While there, he sued the TSA, and sued, and beat, the state of Utah in only three months. Richard even helped author a nationwide research survey about Certificate of Need Laws
He graduated magna cum laude from the Elisabeth Haub School of Law at Pace University and graduated magna cum laude with a Bachelor of Arts in Communication from the University of Hartford. At Pace, Richard was a Pro Bono Scholar, which granted him the opportunity to take and pass the February 2019 bar exam before graduating in May 2019. He was admitted as a New York State attorney only a month after graduating law school.
Richard worked as a Student Attorney with the Barbara C. Salken Criminal Justice Clinic. There, he successfully represented a criminal defendant under a student practice order in the Bronx which resulted in all charges being dropped due to an insufficient criminal complaint. Part of this case gave Richard the opportunity to orally argue in court that part of the New York City administrative code violated his client’s First Amendment Rights.
After graduation and prior to joining IJ, Richard worked on high-profile securities litigation cases at Hach Rose Schirripa & Cheverie LLP. There, he worked to vindicate the rights of corporate shareholders in derivative suits against corporate entities that breached their fiduciary duties.
Richard is an Eagle Scout, initiate of the Legion of Honor – Sigma Nu Fraternity Inc., and a Freemason. In his free time, he enjoys hiking, backpacking, and camping. He has summited Mount Washington, Jefferson, and Marcy.
Richard is a member of the New York State bar.
