If a person is convicted of robbery in the second degree for the first time and already is a felon, can he serve time?

Yes.
If the prior felony is a non-violent felony, the person, as a second felony offender, is facing a determinate sentence of between 5-15 years....

Yes your son could ultimately be charged with Penal Law 165.15(3) theft of services for jumping the turnstile and also perhaps Penal Law 195.05...
