It depends. Is the account in your name? Did you have permission to use the card? What were the source of the funds and what was the card used for?

They have offered you recompense, just make sure you ask for any overdraft fee you had to pay. You are not entitled to any additional compensation...

Should they allow it? No. Can they? Yes, and they did - likely because they did not run a check on the SSN when the account was opened.
