A background check is not admissible evidence. If you're in a case in which you need evidence you probably need the assistance of a local attorney.

If he still lives in Georgia you can file there - but you may want to file in your new state of residence.

Yes, you still have to file. There is no automatic divorce.

That can't be answered without a lot more information - but at minimum you are entitled to a share in his NYPD pension and other deferred...
