Is the landlord responsible for the road? I think the water may be a bigger concern, what's wrong with it? You ought to sit with a local attorney...

If you already have a buyer who's ready, willing, and able, you do not need a broker. Retain a lawyer. I do not know the typical fees in your area.

Unless or until the heirs wish to sell, they don't need to do anything. As long as they're paying taxes, nothing is fraudulent about this.
