I was charged with PL 221.10. in NYC Is it possible to have the charges completely dismissed? This is my first offense ever.

It is possible to get such a case dismissed, but why? Try for an ACD.
Do Nassau County welfare fraud investigations have to be a criminal matter ? Can this matter be handled another way?

Not all investigations result in criminal charges. Many investigations end up being handled departmentaly.

If you were not arrested, you will not have a criminal record. Kohs often is satisfied if you just stay out of their stores.

Yes, in fact its liekely. As a first offender the DA might even consider an ACD which becomes a dismissal.
