If he lied under oath as to a material fact, he can be prosecuted for perjury. The fact that he "tells a different story in a summary" does not...

If something happens to you, he wi be the firdt person that the police will investigate, but arresting requires a certain level of proof.

You mention warrant, but not what the warrant is for. If the warrant is for failure to appear in Court, the Statute of Limitations does not apply....
