Stealing something is not an element of burglary. Entertaining or remaining with the intent to commit a crime is burglary.

If there is a warrant you can be arrested. Texas would have to decide whether or not to extradite you and you would likely be remanded to jail why...

I don’t think your husband can get a court appointed lawyer at this point as I assume he has exhausted all his appeals. Try the Innocence Project...
