They certainly can't prosecute you with the summons as is--there needs to be some notification given to you of what the charge against you is.
How long do courts in New York keep record of traffic / speeding tickets?

You probably want to look for someone local. My guess is most lawyers on here will have limited experience with traffic matters in Hong Kong.
