It sounds like you have what is called a shared meter violation. If the landlord is found to have done it wilfully, triple damages can be imposed....

You could withhold rent or a portion of the rent. A bedbug condition is a breach of the "warranty of habitability." Court's often award rent...

Technically, a lease isn't valid until it's signed and delivered. You can certainly use the recording as evidence, but I'm not sure it settles it....
