Someone told me that is a felony to not inform USCIS that you have moved? If that is true, how can I inform USCIS that I moved?

It is true. See INA 265 and INA 266. So long as you are an alien (i.e. not a U.S. citizen), you must keep USCIS informed of your current address....

You're going to have to be patient. Without an attorney, USCIS has been known to considerably delay the adjudication of these types of applications.
